What are the Next Generation Core Competencies?
The Next Generation Core Competencies framework is an evidence-based, comprehensive
approach to aligning education and practice in emergency management and the emergency
services with increasing complexity and uncertainty. Developed with support from
the Federal Emergency Management Agency, the core competencies articulate the knowledge,
capabilities, behaviors, and skills, required by the emergency management workforce
of 2030 and beyond.
The updated edition of emergency management core competencies is particularly important
for refining the trajectory of the emergency management discipline and developing
capacities requisite to reducing disaster risk and building resilient communities
in the midst of a turbulent, complex, and uncertain future.
How does ATU use the Next Generation Core Competencies?
The Next Generation Core Competencies framework is designed to enhance the effectiveness
of practice in emergency management and guide the professional development of future
emergency managers. The framework is comprised of 13 core competencies organized into
three interrelated competency categories: Competencies that Build Relationships, Competencies that Build the Practitioner, and
Competencies that Build the Individual.
At ATU, our curriculum and program learning objectives directly align with the Next Generation Core Competencies.
Competencies that Build Relationships
Relationship Competency: At the completion of this program, participants will have developed strong relationship-building
skills and competencies in disaster risk management, community engagement, governance
and civics, and leadership, enabling them to foster effective partnerships, lead diverse
teams, and enhance community resilience in emergency situations.
- Disaster Risk Management: Establish collaborative relationships with various stakeholders, including governmental
agencies, non-governmental organizations, and private-sector partners, to collectively
assess, mitigate, and respond to disaster risks.
- Community Engagement: Cultivate trust and rapport with local communities to facilitate meaningful engagement
in emergency preparedness, response, and recovery efforts.
- Governance and Civics: Collaborate with local governments and civic groups to align emergency management
policies, procedures, and practices with the needs and expectations of the community.
- Leadership: Demonstrate effective leadership skills by inspiring and mobilizing teams, fostering
collaboration, and providing clear direction during emergencies.
Competencies that Build Practitioner
Practitioner Competency: At the completion of this program, emergency management practitioners will possess
a comprehensive skill set encompassing scientific literacy, geographic literacy, sociocultural
literacy, technological literacy, and systems literacy, enabling them to effectively
and adaptively address complex emergency situations.
- Scientific Literacy: Apply scientific data and research to inform emergency response and mitigation strategies.
- Geographic Literacy: Analyze geographic factors and maps to assess vulnerability, plan evacuation routes,
and allocate resources during emergencies.
- Sociocultural Literacy: Understand and respect diverse cultural and societal norms when communicating and
interacting with affected communities.
- Technological Literacy: Utilize emerging technologies and cybersecurity practices to enhance emergency response
and decision-making.
- Systems Literacy: Identify systemic weaknesses and opportunities for improvement in emergency response
plans and procedures.
Compentencies that Build the Individual
Individual Competency: At the completion of this program, participants will be able to effectively apply
emergency management principles, critical thinking skills, and ethical considerations
while continually expanding their knowledge in alignment with the established body
of knowledge.
- Emergency Management Framework: Develop comprehensive emergency management plans that adhere to established frameworks
and guidelines.
- Critical Thinking: Exhibit critical thinking skills by assessing the unique aspects of various emergency
situations, identifying potential risks and vulnerabilities, and proposing innovative
solutions.
- Abide by Professional Ethics: Navigate complex ethical dilemmas that may arise in emergency management contexts
with professionalism and sound judgment.
- Continual Learning: Engage in ongoing professional development by actively seeking out educational opportunities,
workshops, and training related to emergency management.
